Meisinger willingly believed him, but Heydrich and the Gestapo chief Heinrich Müller had both considered it an inadequate basis for action. The statements stayed on file. When Müller fell ill, Meisinger showed the dossier to Himmler, who showed it to Hitler – with the results already related.

Nor had he misjudged Ley’s loyalty, for the labour leader was to stand by him beyond the end. Hitler’s first power base in  was, therefore, the workers. No history can safely overlook this fact.
