The form of proportionality that weighs an act’s good effects against the harms it causes to victims who are not liable to those harms is wide proportionality. Everyone agrees that wide proportionality is relevant to the morality of war, so that an act of war can be impermissible because the harm it would inflict on civilian bystanders would be excessive in relation to the act’s good effects.
